                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to class size in public schools.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 25.112, Education Code, is amended by
 1-5     adding Subsection (e) to read as follows:
 1-6           (e)  A school district annually shall report to the
 1-7     commissioner the number of students enrolled in each class.  The
 1-8     report shall be organized by grade  level, curriculum subject, and
 1-9     special program.
1-10           SECTION 2.  Sections 39.052(b) and (c), Education Code, are
1-11     amended to read as follows:
1-12           (b)  The report card shall include the following information
1-13     where applicable:
1-14                 (1)  the academic excellence indicators adopted under
1-15     Sections 39.051(b)(1) through (8);
1-16                 (2)  class sizes, organized by grade level, curriculum
1-17     subject, and special program [student/teacher ratios]; and
1-18                 (3)  administrative and instructional costs per
1-19     student.
1-20           (c)  The commissioner shall adopt rules for requiring
1-21     dissemination of appropriate class size and student performance
1-22     portions of campus report cards annually to the parent, guardian,
1-23     conservator, or other person having lawful control of each student
1-24     at the campus.  On written request, the school district shall
 2-1     provide a copy of a campus report card to any other party.
 2-2           SECTION 3.  This Act applies beginning with the 2000-2001
 2-3     school year.
 2-4           SECTION 4.  The importance of this legislation and the
 2-5     crowded condition of the calendars in both houses create an
 2-6     emergency and an imperative public necessity that the
 2-7     constitutional rule requiring bills to be read on three several
 2-8     days in each house be suspended, and this rule is hereby suspended,
 2-9     and that this Act take effect and be in force from and after its
2-10     passage, and it is so enacted.
