No. 590 By: Zaffirini 1-8 A BILL TO BE ENTITLED 1-9 AN ACT 1-10 relating to the establishment of The Texas A&M University System 1-11 Coastal Bend Health Education Center. 1-12 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-13 SECTION 1. Chapter 86, Education Code, is amended by adding 1-14 Subchapter F to read as follows: 1-15 SUBCHAPTER F. THE TEXAS A&M UNIVERSITY SYSTEM COASTAL BEND 1-16 HEALTH EDUCATION CENTER 1-17 Sec. 86.91. DEFINITIONS. In this subchapter: 1-18 (1) "Board" means the board of regents of The Texas 1-19 A&M University System. 1-20 (2) "Center" means The Texas A&M University System 1-21 Coastal Bend Health Education Center. 1-22 Sec. 86.92. ESTABLISHMENT OF CENTER. The board shall 1-23 establish The Texas A&M University System Coastal Bend Health 1-24 Education Center. 1-25 Sec. 86.93. ROLE AND SCOPE OF CENTER. (a) The center shall 1-26 develop and provide community-based instructional sites for the 1-27 education of health care professionals. 1-28 (b) The center may include any public or private medical, 1-29 dental, nursing, or other health care or educational institutions 1-30 for participation in its programs in the area served by the center. 1-31 (c) The center may operate educational facilities located 1-32 throughout the Coastal Bend area as determined appropriate by the 1-33 board. 1-34 (d) The board may execute and carry out affiliation or 1-35 coordination agreements with any other educational entity or 1-36 institution in the region, including a traditional or any other 1-37 health service provider, to establish or to participate in the 1-38 establishment or operation of the center. 1-39 Sec. 86.94. MANAGEMENT OF CENTER. (a) The board shall 1-40 assign responsibility for the management of the center to The Texas 1-41 A&M University System Health Science Center. 1-42 (b) The operating costs of the center shall be paid from 1-43 operating funds of The Texas A&M University System Health Science 1-44 Center or any participating institution and from available funds of 1-45 any other public or private entity. 1-46 Sec. 86.95. AREAS OF CENTER EDUCATION. (a) The center may 1-47 be used to provide undergraduate clinical education, graduate 1-48 education, or other levels of health care education work, including 1-49 work in areas related to the education of medical, dental, nursing, 1-50 public health, or other health-related professionals, in the area 1-51 served by the center in connection with any component institution 1-52 or institutions of The Texas A&M University System as the board 1-53 determines appropriate. 1-54 (b) The center, in providing education under this 1-55 subchapter, may: 1-56 (1) utilize community outreach programs to provide 1-57 persons receiving education at the center with any necessary 1-58 experience; and 1-59 (2) conduct research programs related to: 1-60 (A) areas in which education is provided by the 1-61 center; or 1-62 (B) public health issues arising in or prevalent 1-63 in the area served by the center. 1-64 Sec. 86.96. GIFTS AND GRANTS. The board may solicit, 2-1 accept, and administer gifts and grants from any public or private 2-2 person or entity for the use and benefit of the center. 2-3 Sec. 86.97. COORDINATING BOARD SUPERVISION. The center is 2-4 subject to the continuing supervision of the Texas Higher Education 2-5 Coordinating Board under Chapter 61 and to the rules of the 2-6 coordinating board adopted under Chapter 61. 2-7 SECTION 2. The board of regents of The Texas A&M University 2-8 System is required to implement this Act only if the legislature 2-9 appropriates money specifically for that purpose. If the 2-10 legislature does not appropriate money specifically for that 2-11 purpose, the board of regents of The Texas A&M University System 2-12 may, but is not required to, implement this Act using other 2-13 appropriations available for the purpose. 2-14 SECTION 3. The board of regents of The Texas A&M University 2-15 System shall establish and operate The Texas A&M University System 2-16 Coastal Bend Health Education Center as provided by Subchapter F, 2-17 Chapter 86, Education Code, as added by this Act, not later than 2-18 January 1, 2001. 2-19 SECTION 4. The importance of this legislation and the 2-20 crowded condition of the calendars in both houses create an 2-21 emergency and an imperative public necessity that the 2-22 constitutional rule requiring bills to be read on three several 2-23 days in each house be suspended, and this rule is hereby suspended, 2-24 and that this Act take effect and be in force from and after its 2-25 passage, and it is so enacted. 2-26 * * * * *
