No. 606 1-2 (In the Senate - Filed February 18, 1999; February 22, 1999, 1-3 read first time and referred to Committee on Veteran Affairs and 1-4 Military Installations; March 4, 1999, reported favorably, as 1-5 amended, by the following vote: Yeas 5, Nays 0; March 4, 1999, 1-6 sent to printer.) 1-7 COMMITTEE AMENDMENT NO. 1 By: Fraser 1-8 Amend Senate Bill No. 606 as follows: 1-9 (1) On page 1, line 33, between the word "studies" and the 1-10 word "that" insert "and existing data." 1-11 (2) On page 1, line 35, following the word "Act." add new 1-12 sentence "The department, to reduce the overall cost of this study, 1-13 may enlist the services of available university support to aid the 1-14 department in its research if it so chooses." 1-15 A BILL TO BE ENTITLED 1-16 AN ACT 1-17 relating to requiring the Texas Department of Transportation to 1-18 conduct a study of strategic deployment routes and highways used by 1-19 the military. 1-20 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-21 SECTION 1. STUDY OF HIGHWAYS USED BY THE MILITARY. The 1-22 Texas Department of Transportation shall conduct a study of 1-23 strategic deployment routes and other highways critical to the 1-24 mission of the military in this state. As part of its study, the 1-25 department shall meet with appropriate persons from military 1-26 installations in this state to identify those strategic deployment 1-27 routes and highways most often used by the military. The 1-28 department shall specifically study the conditions of these routes 1-29 and highways used by the military and identify those highways that 1-30 need further construction, expansion, or maintenance. The 1-31 department shall consider the costs necessary to accomplish the 1-32 highway improvements. The department may base a portion of this 1-33 study on prior department studies that provide substantially 1-34 accurate data and address a relevant or designated issue for study 1-35 in this Act. 1-36 SECTION 2. REPORT. The Texas Department of Transportation 1-37 shall, not later than January 31, 2000, submit a written report to 1-38 the governor, lieutenant governor, and speaker of the house of 1-39 representatives detailing the results of the study required by 1-40 Section 1 of this Act, including any recommendations for 1-41 legislative action. 1-42 SECTION 3. EMERGENCY. The importance of this legislation 1-43 and the crowded condition of the calendars in both houses create an 1-44 emergency and an imperative public necessity that the 1-45 constitutional rule requiring bills to be read on three several 1-46 days in each house be suspended, and this rule is hereby suspended, 1-47 and that this Act take effect and be in force from and after its 1-48 passage, and it is so enacted. 1-49 * * * * *
