1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 13.303, Parks and Wildlife Code, is
1-6 amended to read as follows:
1-7 Sec. 13.303. COOPERATION WITH OTHER AGENCIES. (a) The
1-8 department shall cooperate with departments of the federal
1-9 government and other departments of state and local government,
1-10 including as a part of the state plan, water districts, river
1-11 authorities, and special districts in outdoor recreation. The
1-12 department shall issue rules and regulations to cooperate in the

1-14 regulations.
1-15 (b) The department shall implement programs and coordinate
1-16 with departments and agencies of the federal government, including
1-17 the United States Border Patrol and the Drug Enforcement
1-18 Administration, and other departments of state and local
1-19 government, if necessary, to minimize environmental damage to any
1-20 land under the control and custody of the department along this
1-21 state's border with Mexico.
1-22 SECTION 2. This Act takes effect September 1, 1999.
1-23 SECTION 3. The importance of this legislation and the
1-24 crowded condition of the calendars in both houses create an
2-1 emergency and an imperative public necessity that the
2-2 constitutional rule requiring bills to be read on three several
2-3 days in each house be suspended, and this rule is hereby suspended.
