                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to directing the Parks and Wildlife Department to work
 1-3     with federal, state, and local agencies to mitigate environmental
 1-4     damage.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 13.303, Parks and Wildlife Code, is
 1-7     amended to read as follows:
 1-8           Sec. 13.303.  COOPERATION WITH OTHER AGENCIES.  (a)  The
 1-9     department shall cooperate with departments of the federal
1-10     government and other departments of state and local government,
1-11     including as a part of the state plan, water districts, river
1-12     authorities, and special districts in outdoor recreation.  The
1-13     department shall issue rules and regulations to cooperate in the
1-14     enforcement and administration of federal acts and rules and
1-15     regulations.
1-16           (b)  The department shall implement programs and coordinate
1-17     with departments and agencies of the federal government, including
1-18     the United States Border Patrol and the Drug Enforcement
1-19     Administration, and other departments of state and local
1-20     government, if necessary, to mitigate environmental damage to any
1-21     land under the control and custody of the department along this
1-22     state's border with Mexico.
1-23           SECTION 2.  This Act takes effect September 1, 1999.
1-24           SECTION 3.  The importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended.
