 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to directing the Parks and Wildlife Department to work
 1-9     with federal, state, and local agencies to mitigate environmental
1-10     damage.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Section 13.303, Parks and Wildlife Code, is
1-13     amended to read as follows:
1-14           Sec. 13.303.  COOPERATION WITH OTHER AGENCIES.  (a)  The
1-15     department shall cooperate with departments of the federal
1-16     government and other departments of state and local government,
1-17     including as a part of the state plan, water districts, river
1-18     authorities, and special districts in outdoor recreation.  The
1-19     department shall issue rules and regulations to cooperate in the
1-20     enforcement and administration of federal acts and rules and
1-21     regulations.
1-22           (b)  The department shall implement programs and coordinate
1-23     with departments and agencies of the federal government, including
1-24     the United States Border Patrol and the Drug Enforcement
1-25     Administration, and other departments of state and local
1-26     government, if necessary, to mitigate environmental damage to any
1-27     land under the control and custody of the department along this
1-28     state's border with Mexico.
1-29           SECTION 2.  This Act takes effect September 1, 1999.
1-30           SECTION 3.  The importance of this legislation and the
1-31     crowded condition of the calendars in both houses create an
1-32     emergency and an imperative public necessity that the
1-33     constitutional rule requiring bills to be read on three several
1-34     days in each house be suspended, and this rule is hereby suspended.
