No. 640 1-2 (In the Senate - Filed February 23, 1999; February 24, 1999, 1-3 read first time and referred to Committee on Veteran Affairs and 1-4 Military Installations; March 4, 1999, reported favorably by the 1-5 following vote: Yeas 5, Nays 0; March 4, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to display of the POW/MIA flag. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. Subchapter A, Chapter 2165, Government Code, is 1-11 amended by adding Section 2165.006 to read as follows: 1-12 Sec. 2165.006. DISPLAY OF POW/MIA FLAG. (a) In this 1-13 section, "POW/MIA flag" means the National League of Families 1-14 POW/MIA flag identified by 36 U.S.C. Section 189. 1-15 (b) The POW/MIA flag shall be displayed at each state office 1-16 building on: 1-17 (1) the third Saturday in May, "Armed Forces Day"; 1-18 (2) the last Monday in May, "Memorial Day"; 1-19 (3) the 14th day of June, "Flag Day"; 1-20 (4) the fourth day of July, "Independence Day"; 1-21 (5) the 11th day of November, "Veterans Day"; and 1-22 (6) "National POW/MIA Recognition Day." 1-23 SECTION 2. The importance of this legislation and the 1-24 crowded condition of the calendars in both houses create an 1-25 emergency and an imperative public necessity that the 1-26 constitutional rule requiring bills to be read on three several 1-27 days in each house be suspended, and this rule is hereby suspended, 1-28 and that this Act take effect and be in force from and after its 1-29 passage, and it is so enacted. 1-30 * * * * *
