A BILL TO BE ENTITLED
AN ACT
1-1 relating to awards for members of the state or other military
1-2 forces.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 431.134, Government Code, is amended to
1-5 read as follows:
1-6 Sec. 431.134. Other Awards. The adjutant general may adopt
1-7 rules and regulations relating to the:
1-8 (1) Texas Faithful Service Medal[, which shall be
1-9 awarded to a member of the state military forces who has completed
1-10 five years of honorable service during which the person has shown
1-11 fidelity to duty, efficient service, and great loyalty to the
1-12 state];
1-13 (2) Federal Service Medal[, which shall be awarded to
1-14 a person who was inducted into federal service from the state
1-15 military forces between June 15, 1940, and January 1, 1946, or
1-16 after June 1, 1950, if the service was for more than nine months];
1-17 (3) Texas Medal of Merit[, which may be presented to a
1-18 member of the military forces of this state, another state, or the
1-19 United States who performs outstanding service or attains
1-20 extraordinary achievement in behalf of the state or United States];
1-21 (4) Texas Outstanding Service Medal[, which may be
1-22 presented to a member of the military forces of this state, another
1-23 state, or the United States who has performed service in a superior
1-24 and clearly outstanding manner];
2-1 (5) Texas State Guard Service Medal[, which shall be
2-2 awarded to a person who completes three consecutive years of
2-3 honorable service in the Texas State Guard during which the person
2-4 has shown fidelity to duty, efficient service, and great loyalty to
2-5 the state]; [and]
2-6 (6) Texas Desert Shield/Desert Storm Campaign Medal;
2-7 and
2-8 (7) Texas Humanitarian Service Medal[, which shall be
2-9 awarded to a person who was inducted into federal service from the
2-10 Texas National Guard after August 1, 1990, in support of Operation
2-11 Desert Shield or Operation Desert Storm, without regard to the
2-12 place that the person was deployed while serving on active federal
2-13 military duty].
2-14 SECTION 2. The importance of this legislation and the
2-15 crowded condition of the calendars in both houses create an
2-16 emergency and an imperative public necessity that the
2-17 constitutional rule requiring bills to be read on three several
2-18 days in each house be suspended, and this rule is hereby suspended,
2-19 and that this Act take effect and be in force from and after its
2-20 passage, and it is so enacted.
