AN ACT
1-1 relating to awards for members of the state or other military
1-2 forces.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 431.134, Government Code, is amended to
1-5 read as follows:
1-6 Sec. 431.134. OTHER AWARDS. The adjutant general may adopt
1-7 rules and regulations relating to the:
1-8 (1) Texas Faithful Service Medal, which shall be
1-9 awarded to a member of the state military forces who has completed
1-10 five years of honorable service during which the person has shown
1-11 fidelity to duty, efficient service, and great loyalty to the
1-12 state;
1-13 (2) Federal Service Medal, which shall be awarded to a
1-14 person who was inducted into federal service from the state
1-15 military forces between June 15, 1940, and January 1, 1946, or
1-16 after June 1, 1950, if the service was for more than 90 days [nine
1-17 months];
1-18 (3) Texas Medal of Merit, which may be presented to a
1-19 member of the military forces of this state, another state, or the
1-20 United States who performs outstanding service or attains
1-21 extraordinary achievement in behalf of the state or United States;
1-22 (4) Texas Outstanding Service Medal, which may be
1-23 presented to a member of the military forces of this state, another
1-24 state, or the United States who has performed service in a superior
2-1 and clearly outstanding manner;
2-2 (5) Texas State Guard Service Medal, which shall be
2-3 awarded to a person who completes three consecutive years of
2-4 honorable service in the Texas State Guard during which the person
2-5 has shown fidelity to duty, efficient service, and great loyalty to
2-6 the state; [and]
2-7 (6) Texas Desert Shield/Desert Storm Campaign Medal,
2-8 which shall be awarded to a person who was inducted into federal
2-9 service from the Texas National Guard after August 1, 1990, in
2-10 support of Operation Desert Shield or Operation Desert Storm,
2-11 without regard to the place that the person was deployed while
2-12 serving on active federal military duty; and
2-13 (7) Texas Humanitarian Service Medal, which shall be
2-14 awarded to a person who:
2-15 (A) does not meet the criteria for an award of
2-16 the federal Humanitarian Service Medal;
2-17 (B) is a member of the state military forces;
2-18 and
2-19 (C) while serving under state active duty
2-20 orders, participates satisfactorily in the accomplishment of
2-21 missions to protect life or property during or soon after a natural
2-22 disaster or civil unrest.
2-23 SECTION 2. The importance of this legislation and the
2-24 crowded condition of the calendars in both houses create an
2-25 emergency and an imperative public necessity that the
2-26 constitutional rule requiring bills to be read on three several
3-1 days in each house be suspended, and this rule is hereby suspended,
3-2 and that this Act take effect and be in force from and after its
3-3 passage, and it is so enacted.
