                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to awards for members of the state or other military
 1-3     forces.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 431.134, Government Code, is amended to
 1-6     read as follows:
 1-7           Sec. 431.134.  OTHER AWARDS.  The adjutant general may adopt
 1-8     rules and regulations relating to the:
 1-9                 (1)  Texas Faithful Service Medal, which shall be
1-10     awarded to a member of the state military forces who has completed
1-11     five years of honorable service during which the person has shown
1-12     fidelity to duty, efficient service, and great loyalty to the
1-13     state;
1-14                 (2)  Federal Service Medal, which shall be awarded to a
1-15     person who was inducted into federal service from the state
1-16     military forces between June 15, 1940, and January 1, 1946, or
1-17     after June 1, 1950, if the service was for more than 90 days [nine
1-18     months];
1-19                 (3)  Texas Medal of Merit, which may be presented to a
1-20     member of the military forces of this state, another state, or the
1-21     United States who performs outstanding service or attains
1-22     extraordinary achievement in behalf of the state or United States;
1-23                 (4)  Texas Outstanding Service Medal, which may be
1-24     presented to a member of the military forces of this state, another
 2-1     state, or the United States who has performed service in a superior
 2-2     and clearly outstanding manner;
 2-3                 (5)  Texas State Guard Service Medal, which shall be
 2-4     awarded to a person who completes three consecutive years of
 2-5     honorable service in the Texas State Guard during which the person
 2-6     has shown fidelity to duty, efficient service, and great loyalty to
 2-7     the state; [and]
 2-8                 (6)  Texas Desert Shield/Desert Storm Campaign Medal,
 2-9     which shall be awarded to a person who was inducted into federal
2-10     service from the Texas National Guard after August 1, 1990, in
2-11     support of Operation Desert Shield or Operation Desert Storm,
2-12     without regard to the place that the person was deployed while
2-13     serving on active federal military duty; and
2-14                 (7)  Texas Humanitarian Service Medal, which shall be
2-15     awarded to a person who:
2-16                       (A)  does not meet the criteria for an award of
2-17     the federal Humanitarian Service Medal;
2-18                       (B)  is a member of the state military forces;
2-19     and
2-20                       (C)  while serving under state active duty
2-21     orders, participates satisfactorily in the accomplishment of
2-22     missions to protect life or property during or soon after a natural
2-23     disaster or civil unrest.
2-24           SECTION 2.  The importance of this legislation and the
2-25     crowded condition of the calendars in both houses create an
2-26     emergency and an imperative public necessity that the
2-27     constitutional rule requiring bills to be read on three several
 3-1     days in each house be suspended, and this rule is hereby suspended,
 3-2     and that this Act take effect and be in force from and after its
 3-3     passage, and it is so enacted.
