 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to awards for members of the state or other military
1-11     forces.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Section 431.134, Government Code, is amended to
1-14     read as follows:
1-15           Sec. 431.134.  Other Awards.  The adjutant general may adopt
1-16     rules and regulations relating to the:
1-17                 (1)  Texas Faithful Service Medal[, which shall be
1-18     awarded to a member of the state military forces who has completed
1-19     five years of honorable service during which the person has shown
1-20     fidelity to duty, efficient service, and great loyalty to the
1-21     state];
1-22                 (2)  Federal Service Medal[, which shall be awarded to
1-23     a person who was inducted into federal service from the state
1-24     military forces between June 15, 1940, and January 1, 1946, or
1-25     after June 1, 1950, if the service was for more than nine months];
1-26                 (3)  Texas Medal of Merit[, which may be presented to a
1-27     member of the military forces of this state, another state, or the
1-28     United States who performs outstanding service or attains
1-29     extraordinary achievement in behalf of the state or United States];
1-30                 (4)  Texas Outstanding Service Medal[, which may be
1-31     presented to a member of the military forces of this state, another
1-32     state, or the United States who has performed service in a superior
1-33     and clearly outstanding manner];
1-34                 (5)  Texas State Guard Service Medal[, which shall be
1-35     awarded to a person who completes three consecutive years of
1-36     honorable service in the Texas State Guard during which the person
1-37     has shown fidelity to duty, efficient service, and great loyalty to
1-38     the state]; [and]
1-39                 (6)  Texas Desert Shield/Desert Storm Campaign Medal;
1-40     and
1-41                 (7)  Texas Humanitarian Service Medal[, which shall be
1-42     awarded to a person who was inducted into federal service from the
1-43     Texas National Guard after August 1, 1990, in support of Operation
1-44     Desert Shield or Operation Desert Storm, without regard to the
1-45     place that the person was deployed while serving on active federal
1-46     military duty].
1-47           SECTION 2.  The importance of this legislation and the
1-48     crowded condition of the calendars in both houses create an
1-49     emergency and an imperative public necessity that the
1-50     constitutional rule requiring bills to be read on three several
1-51     days in each house be suspended, and this rule is hereby suspended,
1-52     and that this Act take effect and be in force from and after its
1-53     passage, and it is so enacted.
