AN ACT
 1-1     relating to the development of an intermodal transportation hub for
 1-2     economic development in certain municipalities.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 380.001, Local Government Code, is
 1-5     amended by adding Subsection (c) to read as follows:
 1-6           (c)  Any city along the Texas-Mexico border with a population
 1-7     of more than 500,000 may establish not-for-profit corporations and
 1-8     cooperative associations for the purpose of creating and developing
 1-9     an intermodal transportation hub to stimulate economic development.
1-10     Such intermodal hub may also function as an international
1-11     intermodal transportation center and may be colocated with or near
1-12     local, state, or federal facilities and facilities of Mexico in
1-13     order to fulfill its purpose.
1-14           SECTION 2.  This Act takes effect September 1, 1999.
1-15           SECTION 3.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
