No. 681 1-2 (In the Senate - Filed February 24, 1999; February 25, 1999, 1-3 read first time and referred to Committee on State Affairs; 1-4 March 29, 1999, reported favorably by the following vote: Yeas 8, 1-5 Nays 0; March 29, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the development of an intermodal transportation hub for 1-9 economic development in certain municipalities. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Section 380.001, Local Government Code, is 1-12 amended by adding Subsection (c) to read as follows: 1-13 (c) Any city along the Texas-Mexico border with a population 1-14 of more than 500,000 may establish not-for-profit corporations and 1-15 cooperative associations for the purpose of creating and developing 1-16 an intermodal transportation hub to stimulate economic development. 1-17 Such intermodal hub may also function as an international 1-18 intermodal transportation center and may be colocated with or near 1-19 local, state, or federal facilities and facilities of Mexico in 1-20 order to fulfill its purpose. 1-21 SECTION 2. This Act takes effect September 1, 1999. 1-22 SECTION 3. The importance of this legislation and the 1-23 crowded condition of the calendars in both houses create an 1-24 emergency and an imperative public necessity that the 1-25 constitutional rule requiring bills to be read on three several 1-26 days in each house be suspended, and this rule is hereby suspended. 1-27 * * * * *
