                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the allocation of federal funds for certain economic
 1-2     development activities.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subsection (b), Section 2306.099, Government
 1-5     Code, is amended to read as follows:
 1-6           (b)  The department shall allocate 17 [not more than 20]
 1-7     percent of the federal funds received by the department to the
 1-8     Texas Department of Commerce to be used for economic development
 1-9     activities.
1-10           SECTION 2.  This Act takes effect September 1, 1999.
1-11           SECTION 3.  The importance of this legislation and the
1-12     crowded condition of the calendars in both houses create an
1-13     emergency and an imperative public necessity that the
1-14     constitutional rule requiring bills to be read on three several
1-15     days in each house be suspended, and this rule is hereby suspended.
