No. 777 1-2 (In the Senate - Filed March 2, 1999; March 3, 1999, read 1-3 first time and referred to Committee on Education; April 29, 1999, 1-4 reported favorably by the following vote: Yeas 6, Nays 0; 1-5 April 29, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to a requirement that litter prevention information be 1-9 included in the curriculum of certain driver education and driving 1-10 safety courses. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Section 6, Texas Driver and Traffic Safety 1-13 Education Act (Article 4413(29c), Vernon's Texas Civil Statutes), 1-14 is amended by adding Subsection (c) to read as follows: 1-15 (c) The commissioner by rule shall require that information 1-16 relating to litter prevention be included in the curriculum of each 1-17 driver education and driving safety course. The commissioner shall 1-18 consult with the Department of Public Safety in developing rules 1-19 under this subsection. 1-20 SECTION 2. Not later than January 1, 2000, the commissioner 1-21 of education shall adopt rules under Subsection (c), Section 6, 1-22 Texas Driver and Traffic Safety Education Act (Article 4413(29c), 1-23 Vernon's Texas Civil Statutes), as added by this Act. 1-24 SECTION 3. The importance of this legislation and the 1-25 crowded condition of the calendars in both houses create an 1-26 emergency and an imperative public necessity that the 1-27 constitutional rule requiring bills to be read on three several 1-28 days in each house be suspended, and this rule is hereby suspended, 1-29 and that this Act take effect and be in force from and after its 1-30 passage, and it is so enacted. 1-31 * * * * *
