 1-7                            A BILL TO BE ENTITLED
 1-8                                   AN ACT
 1-9     relating to specific information logo signs in certain counties.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Subdivision (2), Section 391.001, Transportation
1-12     Code, is amended to read as follows:
1-13                 (2)  "Eligible highway" means [a highway that]:
1-14                       (A)  a highway that:
1-15                             (i)  is located outside an urbanized area
1-16     with a population of 50,000 or more; and
1-17                             (ii) [(B)]  qualifies for a maximum speed
1-18     limit of 65 miles per hour under 23 U.S.C. Section 154 or, if that
1-19     law is repealed, qualified for a maximum speed limit of 65 miles
1-20     per hour on the day before the effective date of the repeal; or
1-21                 (B)  a highway that is located in a county with a
1-22     population of less than 10,000 and is part of the state highway
1-23     system.
1-24           SECTION 2.  The importance of this legislation and the
1-25     crowded condition of the calendars in both houses create an
1-26     emergency and an imperative public necessity that the
1-27     constitutional rule requiring bills to be read on three several
1-28     days in each house be suspended, and this rule is hereby suspended,
1-29     and that this Act take effect and be in force from and after its
1-30     passage, and it is so enacted.
