                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the powers of a municipality in relation to tax
 1-2     increment investment financing.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 311.008, Tax Code, is amended by adding
 1-5     Subsection (d) to read as follows:
 1-6           (d)  In this section, "educational facilities" includes land,
 1-7     equipment, building, and other facilities, including public school
 1-8     buildings, used or to be used jointly by a municipality and an
 1-9     independent school district and located in a reinvestment zone
1-10     created by the municipality on or before January 1, 1998.
1-11           SECTION 2.  This Act takes effect September 1, 1999.
1-12           SECTION 3.  The importance of this legislation and the
1-13     crowded condition of the calendars in both houses create an
1-14     emergency and an imperative public necessity that the
1-15     constitutional rule requiring bills to be read on three several
1-16     days in each house be suspended, and this rule is hereby suspended.
