A BILL TO BE ENTITLED
AN ACT
1-1 relating to written notice to certain parents of a public school
1-2 student's unsatisfactory performance.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Subsections (a) and (b), Section 28.022,
1-5 Education Code, are amended to read as follows:
1-6 (a) The board of trustees of each school district shall
1-7 adopt a policy that:
1-8 (1) provides for a conference between parents and
1-9 teachers; [and]
1-10 (2) requires the district, at least once every 12
1-11 weeks, to give written notice to a parent of a student's
1-12 performance in each class or subject; and
1-13 (3) requires the district, at least once every three
1-14 weeks, or during the fourth week of each nine-week grading period,
1-15 to give written notice to a parent or legal guardian of a student's
1-16 performance in a subject included in the foundation curriculum
1-17 under Section 28.002(a)(1) if the student's performance in the
1-18 subject is consistently unsatisfactory, as determined by the
1-19 district.
1-20 (b) The notice required under Subsections [Subsection]
1-21 (a)(2) and (a)(3) must:
1-22 (1) provide for the signature of a student's parent;
1-23 and
1-24 (2) be returned to the district.
2-1 SECTION 2. This Act applies beginning with the 1999-2000
2-2 school year.
2-3 SECTION 3. The importance of this legislation and the
2-4 crowded condition of the calendars in both houses create an
2-5 emergency and an imperative public necessity that the
2-6 constitutional rule requiring bills to be read on three several
2-7 days in each house be suspended, and this rule is hereby suspended,
2-8 and that this Act take effect and be in force from and after its
2-9 passage, and it is so enacted.
