AN ACT 1-1 relating to the financial accountability of school districts. 1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-3 SECTION 1. Chapter 39, Education Code, is amended by adding 1-4 Subchapter I to read as follows: 1-5 SUBCHAPTER I. FINANCIAL ACCOUNTABILITY 1-6 Sec. 39.201. PROPOSED FINANCIAL ACCOUNTABILITY RATING 1-7 SYSTEM. The commissioner shall in consultation with the 1-8 comptroller develop proposals for a school district accountability 1-9 rating system, to be presented to the legislature no later than 1-10 December 15, 2000. This section expires September 1, 2001. 1-11 SECTION 2. This Act takes effect September 1, 1999. 1-12 SECTION 3. The importance of this legislation and the 1-13 crowded condition of the calendars in both houses create an 1-14 emergency and an imperative public necessity that the 1-15 constitutional rule requiring bills to be read on three several 1-16 days in each house be suspended, and this rule is hereby suspended, 1-17 and that this Act take effect and be in force from and after its 1-18 passage, and it is so enacted. _______________________________ _______________________________ President of the Senate Speaker of the House I hereby certify that S.B.
