                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the establishment and maintenance of one-stop border
 1-3     inspection stations in Brownsville, Laredo, and El Paso.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter H, Chapter 201, Transportation Code,
 1-6     is amended by adding Section 201.613 to read as follows:
 1-7           Sec. 201.613.  ONE-STOP BORDER INSPECTION STATIONS.  (a)  The
 1-8     department shall establish and maintain an inspection station in
 1-9     Brownsville, Laredo, and El Paso along a major highway at or near a
1-10     border crossing from Mexico so that all federal, state, and
1-11     municipal agencies that regulate the passage of commercial motor
1-12     vehicles may be located in one place.
1-13           (b)  The department may enter into agreements with federal,
1-14     state, and municipal agencies to accomplish the purpose of
1-15     Subsection (a).  An agreement may involve the lease of office space
1-16     at the inspection station by the department to the agency.
1-17           SECTION 2.  This Act takes effect September 1, 1999.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended.
