                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to supervision of a vehicle operator holding an
 1-2     instruction permit; providing penalties.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 521.222, Transportation Code, is amended
 1-5     by adding Subsection (f) to read as follows:
 1-6           (f)  A person who occupies the seat in a vehicle by a holder
 1-7     of an instruction permit commits an offense if, while the holder is
 1-8     operating the vehicle, the person:
 1-9                 (1)  sleeps;
1-10                 (2)  is intoxicated, as defined by Section 49.01, Penal
1-11     Code; or
1-12                 (3)  is engaged in an activity that prevents the person
1-13     from observing and responding to the actions of the operator.
1-14           SECTION 2.  This Act takes effect September 1, 1999.
