A BILL TO BE ENTITLED
AN ACT
1-1 relating to student fees for bus services at Southwest Texas State
1-2 University.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Subsection (b), Section 54.511, Education Code,
1-5 is amended to read as follows:
1-6 (b) Not more than once in an academic year, the board may
1-7 increase the fee authorized in Subsection (a) of this section for
1-8 the purpose of covering increased operating costs of the bus
1-9 service. Any increase in the fee must be approved by a majority
1-10 vote of those students participating in a general election called
1-11 for that purpose. However, the total fee may not exceed $46 [$30]
1-12 per semester or $23 [$15] per six-week summer term.
1-13 SECTION 2. The change in law made by this Act applies
1-14 beginning with fees imposed in the 1999 fall semester.
1-15 SECTION 3. The importance of this legislation and the
1-16 crowded condition of the calendars in both houses create an
1-17 emergency and an imperative public necessity that the
1-18 constitutional rule requiring bills to be read on three several
1-19 days in each house be suspended, and this rule is hereby suspended,
1-20 and that this Act take effect and be in force from and after its
1-21 passage, and it is so enacted.

1-23 Amend S.B. No. 940 (Senate engrossment) in Section 2 of the
1-24 bill, as follows:
2-1 (1) Immediately following the last sentence of the section
2-2 (page 1, line 12), add the following:
2-3 Beginning with that semester, an increase in the fee imposed
2-4 under Section 54.511, Education Code, takes effect only if the fee
2-5 increase is approved by a vote of the students as required by
2-6 Section 54.511(b), as amended by this Act.
2-7 Rangel
