                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to student fees for bus services at Southwest Texas State
 1-3     University.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 54.511(b), Education Code, is amended to
 1-6     read as follows:
 1-7           (b)  Not more than once in an academic year, the board may
 1-8     increase the fee authorized in Subsection (a)  of this section for
 1-9     the purpose of covering increased operating costs of the bus
1-10     service. Any increase in the fee must be approved by a majority
1-11     vote of those students participating in a general election called
1-12     for that purpose. However, the total fee may not exceed $46 [$30]
1-13     per semester or $23 [$15] per six-week summer term.
1-14           SECTION 2.  The change in law made by this Act applies
1-15     beginning with fees imposed in the 1999 fall semester.
1-16           SECTION 3.  The importance of this legislation and the
1-17     crowded condition of the calendars in both houses create an
1-18     emergency and an imperative public necessity that the
1-19     constitutional rule requiring bills to be read on three several
1-20     days in each house be suspended, and this rule is hereby suspended,
1-21     and that this Act take effect and be in force from and after its
1-22     passage, and it is so enacted.
