 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to student fees for bus services at Southwest Texas State
 1-9     University.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Subsection (b), Section 54.511, Education Code,
1-12     is amended to read as follows:
1-13           (b)  Not more than once in an academic year, the board may
1-14     increase the fee authorized in Subsection (a) of this section for
1-15     the purpose of covering increased operating costs of the bus
1-16     service. Any increase in the fee must be approved by a majority
1-17     vote of those students participating in a general election called
1-18     for that purpose.  However, the total fee may not exceed $46 [$30]
1-19     per semester or $23 [$15] per six-week summer term.
1-20           SECTION 2.  The change in law made by this Act applies
1-21     beginning with fees imposed in the 1999 fall semester.
1-22           SECTION 3.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
1-25     constitutional rule requiring bills to be read on three several
1-26     days in each house be suspended, and this rule is hereby suspended,
1-27     and that this Act take effect and be in force from and after its
1-28     passage, and it is so enacted.
