                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the display of the Flag of the State of Texas at the
 1-2     capitol building.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Government Code Section 443 is amended by adding
 1-5     a new section 443.024.
 1-6           Section 443.024.  DISPLAY OF THE TEXAS AND UNITED STATES
 1-7     FLAG.
 1-8           The Flag of the State of Texas shall be flown above the south
 1-9     door of the capitol building and the Flag of the United States
1-10     above the north door of the capitol.
1-11           SECTION 2.  EMERGENCY.  The importance of this legislation
1-12     and the crowded condition of the calendars in both houses create an
1-13     emergency and an imperative public necessity that the
1-14     constitutional rule requiring bills to be read on three several
1-15     days in each house be suspended, and this rule is hereby suspended.
