No. 995 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to a review of the Harris County Hospital District. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. COMMISSION TO REVIEW AND REPORT ON HARRIS COUNTY 1-5 HOSPITAL DISTRICT. (a) In this section: 1-6 (1) "Commission" means the review commission created 1-7 by this section. 1-8 (2) "District" means the Harris County Hospital 1-9 District. 1-10 (b) A commission is created for the district to assist this 1-11 state in reviewing the district. 1-12 (c) The commission is composed of: 1-13 (1) two members of the house of representatives and 1-14 one public member, appointed by the speaker of the house of 1-15 representatives; 1-16 (2) two members of the senate and one public member, 1-17 appointed by the lieutenant governor; and 1-18 (3) the chairman of the board of hospital managers of 1-19 the district. 1-20 (d) A member of the commission serves at the will of the 1-21 appointing person. 1-22 (e) The commission shall elect from among its members a 1-23 presiding officer and any other necessary officers. 2-1 (f) The commission shall meet at the call of the presiding 2-2 officer. 2-3 (g) A member of the commission receives no compensation for 2-4 serving on the commission. 2-5 (h) The commission shall review the enabling legislation for 2-6 the district, which is Chapter 281, Health and Safety Code. 2-7 (i) Not later than November 1, 2000, the commission shall 2-8 file a report containing the results of the review under Subsection 2-9 (h) of this section, including any recommendations for necessary 2-10 changes to the district's enabling legislation, with the governor, 2-11 lieutenant governor, and speaker of the house of representatives. 2-12 SECTION 2. APPOINTMENTS. Each appointment to the review 2-13 commission established by Section 1 of this Act shall be made by 2-14 July 1, 1999. 2-15 SECTION 3. ABOLISHMENT; EXPIRATION. On January 1, 2001, the 2-16 review commission established by Section 1 of this Act is abolished 2-17 and this Act expires. 2-18 SECTION 4. EMERGENCY. The importance of this legislation 2-19 and the crowded condition of the calendars in both houses create an 2-20 emergency and an imperative public necessity that the 2-21 constitutional rule requiring bills to be read on three several 2-22 days in each house be suspended, and this rule is hereby suspended, 2-23 and that this Act take effect and be in force from and after its 2-24 passage, and it is so enacted.
