A BILL TO BE ENTITLED
AN ACT
1-1 relating to fees for certain veteran special license plates.
1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-3 SECTION 1. Sections 502.262 through 502.265, Transportation
1-4 Code, are amended to read as follows:
1-5 Sec. 502.262. WORLD WAR II VETERANS. (a) The department
1-6 shall issue specially designed license plates for passenger cars
1-7 and light trucks owned by persons who served in the United States
1-8 armed forces after December 6, 1941, and before January 1, 1947.
1-9 (b) License plates issued under this section must include
1-10 the words "WWII Veteran."
1-11 (c) The department shall issue license plates under this
1-12 section to a person who:
1-13 (1) applies to the department on a form prescribed by
1-14 the department;
1-15 (2) pays [the annual fee prescribed by Subsection (e),
1-16 in addition to] the fee prescribed by Section 502.161, and, if
1-17 personalized prestige license plates are issued, [in addition to]
1-18 the fee prescribed by Section 502.251; and
1-19 (3) submits proof that the person:
1-20 (A) served in the United States armed forces
1-21 after December 6, 1941, and before January 1, 1947; and
1-22 (B) is an honorably discharged veteran of the
1-23 United States armed forces.
1-24 (d) [The department shall send 50 cents of each fee
2-1 collected under this section to the county treasurer of the county
2-2 in which the applicant resides. The county treasurer shall credit
2-3 money received under this section to the general fund of the county
2-4 to pay the costs of administering this section.]
2-5 [(e) The annual fee for issuance of license plates under
2-6 this section is:]
2-7 [(1) $10 for the first set of license plates; and]
2-8 [(2) $15 for each additional set of license plates.]
2-9 [(f)] If the owner of a vehicle registered under this
2-10 section disposes of the vehicle during the registration year, the
2-11 owner shall return the special license plates to the department.
2-12 The owner may then apply for issuance of those plates to another
2-13 vehicle.
2-14 Sec. 502.263. KOREAN CONFLICT VETERANS. (a) The department
2-15 shall issue specially designed license plates for passenger cars
2-16 and light trucks owned by persons who served in the United States
2-17 armed forces after June 26, 1950, and before February 1, 1955.
2-18 (b) License plates issued under this section must include
2-19 the words "Korea Veteran."
2-20 (c) The department shall issue license plates under this
2-21 section to a person who:
2-22 (1) applies to the department on a form prescribed by
2-23 the department;
2-24 (2) pays [the annual fee prescribed by Subsection (e),
2-25 in addition to] the fee prescribed by Section 502.161, and, if
2-26 personalized prestige license plates are issued, [in addition to]
3-1 the fee prescribed by Section 502.251; and
3-2 (3) submits proof that the person:
3-3 (A) served in the United States armed forces
3-4 after June 26, 1950, and before February 1, 1955; and
3-5 (B) is an honorably discharged veteran of the
3-6 United States armed forces.
3-7 (d) [The department shall send 50 cents of each fee
3-8 collected under this section to the county treasurer of the county
3-9 in which the applicant resides. The county treasurer shall credit
3-10 money received under this section to the general fund of the county
3-11 to pay the costs of administering this section.]
3-12 [(e) The annual fee for issuance of license plates under
3-13 this section is:]
3-14 [(1) $10 for the first set of license plates; and]

3-21 Sec. 502.264. VIETNAM VETERANS. (a) The department shall
3-22 issue specially designed license plates for passenger cars and
3-23 light trucks owned by persons who served in the United States armed
3-24 forces after August 4, 1964, and before May 8, 1975.
3-25 (b) License plates issued under this section must include
3-26 the words "Vietnam Veteran."
4-1 (c) The department shall issue license plates under this
4-2 section to a person who:
4-3 (1) applies to the department on a form prescribed by
4-4 the department;
4-5 (2) pays [the annual fee prescribed by Subsection (e),
4-6 in addition to] the fee prescribed by Section 502.161, and, if
4-7 personalized prestige license plates are issued, [in addition to]
4-8 the fee prescribed by Section 502.251; and
4-9 (3) submits proof that the person served in the United
4-10 States armed forces after August 4, 1964, and before May 8, 1975,
4-11 and is:
4-12 (A) an honorably discharged veteran of the
4-13 United States armed forces; or
4-14 (B) a member of the United States armed forces
4-15 on active duty.
4-16 (d) [The department shall send 50 cents of each fee
4-17 collected under this section to the county treasurer of the county
4-18 in which the applicant resides. The county treasurer shall credit
4-19 money received under this section to the general fund of the county
4-20 to pay the costs of administering this section.]
4-21 [(e) The annual fee for issuance of license plates under
4-22 this section is:]
4-23 [(1) $10 for the first set of license plates; and]
4-24 [(2) $15 for each additional set of license plates.]
4-25 [(f)] If the owner of a vehicle registered under this
4-26 section disposes of the vehicle during the registration year, the
5-1 owner shall return the special license plates to the department.
5-2 The owner may then apply for issuance of those plates to another
5-3 vehicle.
5-4 Sec. 502.265. DESERT SHIELD OR DESERT STORM VETERANS.
5-5 (a) The department shall issue specially designed license plates
5-6 for passenger cars and light trucks owned by persons who served in
5-7 the United States armed forces and were deployed to the Middle
5-8 East, where they participated in Operation Desert Shield or Desert
5-9 Storm.
5-10 (b) License plates issued under this section must include
5-11 the words "Desert Storm."
5-12 (c) The department shall issue license plates under this
5-13 section to a person who:
5-14 (1) applies to the department on a form prescribed by
5-15 the department;
5-16 (2) pays [the annual fee prescribed by Subsection (e),
5-17 in addition to] the fee prescribed by Section 502.161, and, if
5-18 personalized prestige license plates are issued, [in addition to]
5-19 the fee prescribed by Section 502.251; and
5-20 (3) submits proof that the person:
5-21 (A) served in the United States armed forces and
5-22 was deployed to the Middle East, where the person participated in
5-23 Operation Desert Shield or Desert Storm; and
5-24 (B) is:
5-25 (i) an honorably discharged veteran of the
5-26 United States armed forces or reserve component of the United
6-1 States armed forces; or
6-2 (ii) a member of the United States armed
6-3 forces, the Texas National Guard, or a reserve component of the
6-4 United States armed forces.
6-5 (d) [The department shall send 50 cents of each fee
6-6 collected under this section to the county treasurer of the county
6-7 in which the applicant resides. The county treasurer shall credit
6-8 money received under this section to the general fund of the county
6-9 to pay the costs of administering this section.]
6-10 [(e) The annual fee for issuance of license plates under
6-11 this section is:]
6-12 [(1) $10 for the first set of license plates; and]
6-13 [(2) $15 for each additional set of license plates.]

6-17 The owner may then apply for issuance of those plates to another
6-18 vehicle.
6-19 SECTION 2. This Act takes effect September 1, 1999, and
6-20 applies only to license plates issued for a registration period
6-21 beginning on or after that date.
6-22 SECTION 3. The importance of this legislation and the
6-23 crowded condition of the calendars in both houses create an
6-24 emergency and an imperative public necessity that the
6-25 constitutional rule requiring bills to be read on three several
6-26 days in each house be suspended, and this rule is hereby suspended.
