A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to fees for certain veteran special license plates.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Sections 502.262 through 502.265, Transportation
1-5 Code, are amended to read as follows:
1-6 Sec. 502.262. WORLD WAR II VETERANS. (a) The department
1-7 shall issue specially designed license plates for passenger cars
1-8 and light trucks owned by persons who served in the United States
1-9 armed forces after December 6, 1941, and before January 1, 1947.
1-10 (b) License plates issued under this section must include
1-11 the words "WWII Veteran."
1-12 (c) The department shall issue license plates under this
1-13 section to a person who:
1-14 (1) applies to the department on a form prescribed by
1-15 the department;
1-16 (2) pays [the annual fee prescribed by Subsection (e),
1-17 in addition to] the fee prescribed by Section 502.161, and, if
1-18 personalized prestige license plates are issued, [in addition to]
1-19 the fee prescribed by Section 502.251; and
1-20 (3) submits proof that the person:
1-21 (A) served in the United States armed forces
1-22 after December 6, 1941, and before January 1, 1947; and
1-23 (B) is an honorably discharged veteran of the
1-24 United States armed forces.
2-1 (d) [The department shall send 50 cents of each fee
2-2 collected under this section to the county treasurer of the county
2-3 in which the applicant resides. The county treasurer shall credit
2-4 money received under this section to the general fund of the county
2-5 to pay the costs of administering this section.]
2-6 [(e) The annual fee for issuance of license plates under
2-7 this section is:]
2-8 [(1) $10 for the first set of license plates; and]
2-9 [(2) $15 for each additional set of license plates.]
2-10 [(f)] If the owner of a vehicle registered under this
2-11 section disposes of the vehicle during the registration year, the
2-12 owner shall return the special license plates to the department.
2-13 The owner may then apply for issuance of those plates to another
2-14 vehicle.
2-15 Sec. 502.263. KOREAN CONFLICT VETERANS. (a) The department
2-16 shall issue specially designed license plates for passenger cars
2-17 and light trucks owned by persons who served in the United States
2-18 armed forces after June 26, 1950, and before February 1, 1955.
2-19 (b) License plates issued under this section must include
2-20 the words "Korea Veteran."
2-21 (c) The department shall issue license plates under this
2-22 section to a person who:
2-23 (1) applies to the department on a form prescribed by
2-24 the department;
2-25 (2) pays [the annual fee prescribed by Subsection (e),
2-26 in addition to] the fee prescribed by Section 502.161, and, if
2-27 personalized prestige license plates are issued, [in addition to]
3-1 the fee prescribed by Section 502.251; and
3-2 (3) submits proof that the person:
3-3 (A) served in the United States armed forces
3-4 after June 26, 1950, and before February 1, 1955; and
3-5 (B) is an honorably discharged veteran of the
3-6 United States armed forces.
3-7 (d) [The department shall send 50 cents of each fee
3-8 collected under this section to the county treasurer of the county
3-9 in which the applicant resides. The county treasurer shall credit
3-10 money received under this section to the general fund of the county
3-11 to pay the costs of administering this section.]
3-12 [(e) The annual fee for issuance of license plates under
3-13 this section is:]
3-14 [(1) $10 for the first set of license plates; and]

3-21 Sec. 502.264. VIETNAM VETERANS. (a) The department shall
3-22 issue specially designed license plates for passenger cars and
3-23 light trucks owned by persons who served in the United States armed
3-24 forces after August 4, 1964, and before May 8, 1975.
3-25 (b) License plates issued under this section must include
3-26 the words "Vietnam Veteran."
3-27 (c) The department shall issue license plates under this
4-1 section to a person who:
4-2 (1) applies to the department on a form prescribed by
4-3 the department;
4-4 (2) pays [the annual fee prescribed by Subsection (e),
4-5 in addition to] the fee prescribed by Section 502.161, and, if
4-6 personalized prestige license plates are issued, [in addition to]
4-7 the fee prescribed by Section 502.251; and
4-8 (3) submits proof that the person served in the United
4-9 States armed forces after August 4, 1964, and before May 8, 1975,
4-10 and is:
4-11 (A) an honorably discharged veteran of the
4-12 United States armed forces; or
4-13 (B) a member of the United States armed forces
4-14 on active duty.
4-15 (d) [The department shall send 50 cents of each fee
4-16 collected under this section to the county treasurer of the county
4-17 in which the applicant resides. The county treasurer shall credit
4-18 money received under this section to the general fund of the county
4-19 to pay the costs of administering this section.]
4-20 [(e) The annual fee for issuance of license plates under
4-21 this section is:]
4-22 [(1) $10 for the first set of license plates; and]
4-23 [(2) $15 for each additional set of license plates.]
4-24 [(f)] If the owner of a vehicle registered under this
4-25 section disposes of the vehicle during the registration year, the
4-26 owner shall return the special license plates to the department.
4-27 The owner may then apply for issuance of those plates to another
5-1 vehicle.
5-2 Sec. 502.265. DESERT SHIELD OR DESERT STORM VETERANS. (a)
5-3 The department shall issue specially designed license plates for
5-4 passenger cars and light trucks owned by persons who served in the
5-5 United States armed forces and were deployed to the Middle East,
5-6 where they participated in Operation Desert Shield or Desert Storm.
5-7 (b) License plates issued under this section must include
5-8 the words "Desert Storm."
5-9 (c) The department shall issue license plates under this
5-10 section to a person who:
5-11 (1) applies to the department on a form prescribed by
5-12 the department;
5-13 (2) pays [the annual fee prescribed by Subsection (e),
5-14 in addition to] the fee prescribed by Section 502.161, and, if
5-15 personalized prestige license plates are issued, [in addition to]
5-16 the fee prescribed by Section 502.251; and
5-17 (3) submits proof that the person:
5-18 (A) served in the United States armed forces and
5-19 was deployed to the Middle East, where the person participated in
5-20 Operation Desert Shield or Desert Storm; and
5-21 (B) is:
5-22 (i) an honorably discharged veteran of the
5-23 United States armed forces or reserve component of the United
5-24 States armed forces; or
5-25 (ii) a member of the United States armed
5-26 forces, the Texas National Guard, or a reserve component of the
5-27 United States armed forces.
6-1 (d) [The department shall send 50 cents of each fee
6-2 collected under this section to the county treasurer of the county
6-3 in which the applicant resides. The county treasurer shall credit
6-4 money received under this section to the general fund of the county
6-5 to pay the costs of administering this section.]
6-6 [(e) The annual fee for issuance of license plates under

6-13 The owner may then apply for issuance of those plates to another
6-14 vehicle.
6-15 SECTION 2. This Act takes effect September 1, 1999, and
6-16 applies only to license plates issued for a registration period
6-17 beginning on or after that date.
6-18 SECTION 3. The importance of this legislation and the
6-19 crowded condition of the calendars in both houses create an
6-20 emergency and an imperative public necessity that the
6-21 constitutional rule requiring bills to be read on three several
6-22 days in each house be suspended, and this rule is hereby suspended.
