1-6 A BILL TO BE ENTITLED
1-7 AN ACT
1-8 relating to fees for certain veteran special license plates.
1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-10 SECTION 1. Sections 502.262 through 502.265, Transportation
1-11 Code, are amended to read as follows:
1-12 Sec. 502.262. WORLD WAR II VETERANS. (a) The department
1-13 shall issue specially designed license plates for passenger cars
1-14 and light trucks owned by persons who served in the United States
1-15 armed forces after December 6, 1941, and before January 1, 1947.
1-16 (b) License plates issued under this section must include
1-17 the words "WWII Veteran."
1-18 (c) The department shall issue license plates under this
1-19 section to a person who:
1-20 (1) applies to the department on a form prescribed by
1-21 the department;
1-22 (2) pays [the annual fee prescribed by Subsection (e),
1-23 in addition to] the fee prescribed by Section 502.161, and, if
1-24 personalized prestige license plates are issued, [in addition to]
1-25 the fee prescribed by Section 502.251; and
1-26 (3) submits proof that the person:
1-27 (A) served in the United States armed forces
1-28 after December 6, 1941, and before January 1, 1947; and
1-29 (B) is an honorably discharged veteran of the
1-30 United States armed forces.
1-31 (d) [The department shall send 50 cents of each fee
1-32 collected under this section to the county treasurer of the county
1-33 in which the applicant resides. The county treasurer shall credit
1-34 money received under this section to the general fund of the county
1-35 to pay the costs of administering this section.]
1-36 [(e) The annual fee for issuance of license plates under
1-37 this section is:]
1-38 [(1) $10 for the first set of license plates; and]
1-39 [(2) $15 for each additional set of license plates.]
1-40 [(f)] If the owner of a vehicle registered under this
1-41 section disposes of the vehicle during the registration year, the
1-42 owner shall return the special license plates to the department.
1-43 The owner may then apply for issuance of those plates to another
1-44 vehicle.
1-45 Sec. 502.263. KOREAN CONFLICT VETERANS. (a) The department
1-46 shall issue specially designed license plates for passenger cars
1-47 and light trucks owned by persons who served in the United States
1-48 armed forces after June 26, 1950, and before February 1, 1955.
1-49 (b) License plates issued under this section must include
1-50 the words "Korea Veteran."
1-51 (c) The department shall issue license plates under this
1-52 section to a person who:
1-53 (1) applies to the department on a form prescribed by
1-54 the department;
1-55 (2) pays [the annual fee prescribed by Subsection (e),
1-56 in addition to] the fee prescribed by Section 502.161, and, if
1-57 personalized prestige license plates are issued, [in addition to]
1-58 the fee prescribed by Section 502.251; and
1-59 (3) submits proof that the person:
1-60 (A) served in the United States armed forces
1-61 after June 26, 1950, and before February 1, 1955; and
1-62 (B) is an honorably discharged veteran of the
1-63 United States armed forces.
1-64 (d) [The department shall send 50 cents of each fee
2-1 collected under this section to the county treasurer of the county
2-2 in which the applicant resides. The county treasurer shall credit
2-3 money received under this section to the general fund of the county
2-4 to pay the costs of administering this section.]

2-14 Sec. 502.264. VIETNAM VETERANS. (a) The department shall
2-15 issue specially designed license plates for passenger cars and
2-16 light trucks owned by persons who served in the United States armed
2-17 forces after August 4, 1964, and before May 8, 1975.
2-18 (b) License plates issued under this section must include
2-19 the words "Vietnam Veteran."
2-20 (c) The department shall issue license plates under this
2-21 section to a person who:
2-22 (1) applies to the department on a form prescribed by
2-23 the department;
2-24 (2) pays [the annual fee prescribed by Subsection (e),
2-25 in addition to] the fee prescribed by Section 502.161, and, if
2-26 personalized prestige license plates are issued, [in addition to]
2-27 the fee prescribed by Section 502.251; and
2-28 (3) submits proof that the person served in the United
2-29 States armed forces after August 4, 1964, and before May 8, 1975,
2-30 and is:
2-31 (A) an honorably discharged veteran of the
2-32 United States armed forces; or
2-33 (B) a member of the United States armed forces
2-34 on active duty.
2-35 (d) [The department shall send 50 cents of each fee
2-36 collected under this section to the county treasurer of the county
2-37 in which the applicant resides. The county treasurer shall credit
2-38 money received under this section to the general fund of the county
2-39 to pay the costs of administering this section.]
2-40 [(e) The annual fee for issuance of license plates under
2-41 this section is:]
2-42 [(1) $10 for the first set of license plates; and]
2-43 [(2) $15 for each additional set of license plates.]
2-44 [(f)] If the owner of a vehicle registered under this
2-45 section disposes of the vehicle during the registration year, the
2-46 owner shall return the special license plates to the department.
2-47 The owner may then apply for issuance of those plates to another
2-48 vehicle.
2-49 Sec. 502.265. DESERT SHIELD OR DESERT STORM VETERANS.
2-50 (a) The department shall issue specially designed license plates
2-51 for passenger cars and light trucks owned by persons who served in
2-52 the United States armed forces and were deployed to the Middle
2-53 East, where they participated in Operation Desert Shield or Desert
2-54 Storm.
2-55 (b) License plates issued under this section must include
2-56 the words "Desert Storm."
2-57 (c) The department shall issue license plates under this
2-58 section to a person who:
2-59 (1) applies to the department on a form prescribed by
2-60 the department;
2-61 (2) pays [the annual fee prescribed by Subsection (e),
2-62 in addition to] the fee prescribed by Section 502.161, and, if
2-63 personalized prestige license plates are issued, [in addition to]
2-64 the fee prescribed by Section 502.251; and
2-65 (3) submits proof that the person:
2-66 (A) served in the United States armed forces and
2-67 was deployed to the Middle East, where the person participated in
2-68 Operation Desert Shield or Desert Storm; and
2-69 (B) is:
3-1 (i) an honorably discharged veteran of the
3-2 United States armed forces or reserve component of the United
3-3 States armed forces; or
3-4 (ii) a member of the United States armed
3-5 forces, the Texas National Guard, or a reserve component of the
3-6 United States armed forces.
3-7 (d) [The department shall send 50 cents of each fee
3-8 collected under this section to the county treasurer of the county
3-9 in which the applicant resides. The county treasurer shall credit
3-10 money received under this section to the general fund of the county
3-11 to pay the costs of administering this section.]
3-12 [(e) The annual fee for issuance of license plates under
3-13 this section is:]
3-14 [(1) $10 for the first set of license plates; and]
3-15 [(2) $15 for each additional set of license plates.]
3-16 [(f)] If the owner of a vehicle registered under this

3-19 The owner may then apply for issuance of those plates to another
3-20 vehicle.
3-21 SECTION 2. This Act takes effect September 1, 1999, and
3-22 applies only to license plates issued for a registration period
3-23 beginning on or after that date.
3-24 SECTION 3. The importance of this legislation and the
3-25 crowded condition of the calendars in both houses create an
3-26 emergency and an imperative public necessity that the
3-27 constitutional rule requiring bills to be read on three several
3-28 days in each house be suspended, and this rule is hereby suspended.
