                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to cooperative programs between certain educational
 1-2     institutions under which students may work at the Lyndon B. Johnson
 1-3     Space Center.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter A, Chapter 130, Education Code, is
 1-6     amended by adding Sections 130.010 and 130.011 to read as follows:
 1-7           Sec. 130.010.  HIGH SCHOOL COOPERATIVE EDUCATION PROGRAM.
 1-8     (a)  The junior college district in which the Lyndon B. Johnson
 1-9     Space Center of the National Aeronautics and Space Administration
1-10     is located may establish and coordinate a cooperative program with
1-11     one or more school districts under which high school students
1-12     enrolled in those districts may be employed by the junior college
1-13     district to work at the space center on a part-time basis during
1-14     the school year or on a part-time or full-time basis during school
1-15     holidays or vacations.
1-16           (b)  The Lyndon B. Johnson Space Center shall:
1-17                 (1)  place, supervise, and evaluate each student who
1-18     participates in the cooperative program; and
1-19                 (2)  ensure that the student performs work related to
1-20     the study of science, mathematics, or engineering to encourage
1-21     students to study those courses after high school graduation at an
1-22     institution of higher education.
1-23           (c)  The school district in which a student who participates
1-24     in the cooperative program is enrolled shall, in cooperation with
 2-1     the State Board of Education, determine the number, if any, and
 2-2     type of credits toward high school graduation the student may be
 2-3     given for participation in the program.  If it is determined that
 2-4     the student is to be given credit toward academic course
 2-5     requirements for high school graduation, the number and type of
 2-6     credits must be based on the type of work and the number of hours
 2-7     of work in which the student participates.
 2-8           (d)  In establishing and coordinating the cooperative
 2-9     program, the junior college district may use state funds
2-10     appropriated for that purpose and gifts, grants, and donations
2-11     solicited for that purpose.  The junior college district shall use
2-12     money it receives in accordance with this subsection to pay the
2-13     costs associated with the cooperative program, including the wages
2-14     of students who participate in the cooperative program.
2-15           (e)  A student who participates in the cooperative program
2-16     during regular school hours is considered to be attending school
2-17     for purposes of Section 25.085 during the time the student is
2-18     required under the program to be and is at work for the Lyndon B.
2-19     Johnson Space Center.
2-20           Sec. 130.011.  JUNIOR COLLEGE COOPERATIVE EDUCATION PROGRAM.
2-21     (a)  The junior college district in which the Lyndon B. Johnson
2-22     Space Center of the National Aeronautics and Space Administration
2-23     is located may establish and coordinate a cooperative program with
2-24     one or more junior college districts under which junior college
2-25     students enrolled in those districts may be employed by the junior
2-26     college district in which the space center is located to work at
 3-1     the space center on a part-time or full-time basis.
 3-2           (b)  The Lyndon B. Johnson Space Center shall:
 3-3                 (1)  place, supervise, and evaluate each student who
 3-4     participates in the cooperative program; and
 3-5                 (2)  ensure that the student performs work related to
 3-6     the study of science, mathematics, or engineering to encourage
 3-7     students to study those disciplines at an institution of higher
 3-8     education.
 3-9           (c)  The junior college in which a student who participates
3-10     in the cooperative program is enrolled shall, in cooperation with
3-11     the Texas Higher Education Coordinating Board, determine the
3-12     number, if any, and type of credits toward a certificate or an
3-13     associate degree the student may be given for participation in the
3-14     program.  If it is determined that the student is to be given
3-15     credit toward academic course requirements for a certificate or an
3-16     associate degree, the number and type of credits must be based on
3-17     the type of work and the number of hours of work in which the
3-18     student participates.
3-19           (d)  In establishing and coordinating the cooperative
3-20     program, the junior college district may use state funds
3-21     appropriated for that purpose and gifts, grants, and donations
3-22     solicited for that purpose.  The junior college district shall use
3-23     money it receives in accordance with this subsection to pay the
3-24     costs associated with the cooperative program, including the wages
3-25     of students who participate in the cooperative program.
3-26           SECTION 2.  Subchapter C, Chapter 109, Education Code, is
 4-1     amended by adding Section 109.53 to read as follows:
 4-2           Sec. 109.53.  PUBLIC SENIOR COLLEGE OR UNIVERSITY COOPERATIVE
 4-3     EDUCATION PROGRAM.  (a)  The board may establish and coordinate a
 4-4     cooperative program with one or more public senior colleges or
 4-5     universities under which undergraduate or graduate students
 4-6     enrolled in those colleges or universities may be employed by Texas
 4-7     Tech University to work at the Lyndon B. Johnson Space Center of
 4-8     the National Aeronautics and Space Administration on a part-time or
 4-9     full-time basis.
4-10           (b)  The Lyndon B. Johnson Space Center shall:
4-11                 (1)  place, supervise, and evaluate each student who
4-12     participates in the cooperative program; and
4-13                 (2)  ensure that the student performs work related to
4-14     the study of science, mathematics, or engineering to encourage
4-15     students to complete their studies in those disciplines.
4-16           (c)  The public senior college or university in which a
4-17     student who participates in the cooperative program is enrolled
4-18     shall, in cooperation with the Texas Higher Education Coordinating
4-19     Board, determine the number, if any, and type of credits toward
4-20     graduation the student may be given for participation in the
4-21     program.  If the college or university determines that the student
4-22     is to be given academic course credit toward graduation, the number
4-23     and type of credits must be based on the type of work and the
4-24     number of hours of work in which the student participates.
4-25           (d)  In establishing and coordinating the cooperative
4-26     program, the board may use state funds appropriated for that
 5-1     purpose and gifts, grants, and donations solicited for that
 5-2     purpose.  The board shall use money it receives in accordance with
 5-3     this subsection to pay the costs associated with the cooperative
 5-4     program, including the wages of students who participate in the
 5-5     cooperative program.
 5-6           (e)  In this section, "public senior college or university"
 5-7     has the meaning assigned by Section 61.003.
 5-8           SECTION 3.  The importance of this legislation and the
 5-9     crowded condition of the calendars in both houses create an
5-10     emergency and an imperative public necessity that the
5-11     constitutional rule requiring bills to be read on three several
5-12     days in each house be suspended, and this rule is hereby suspended,
5-13     and that this Act take effect and be in force from and after its
5-14     passage, and it is so enacted.
