 1-8                                   AN ACT
 1-9     relating to cooperative programs between certain educational
1-10     institutions under which students may work at the Lyndon B. Johnson
1-11     Space Center.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Subchapter A, Chapter 130, Education Code, is
1-14     amended by adding Sections 130.010 and 130.011 to read as follows:
1-15           Sec. 130.010.  HIGH SCHOOL COOPERATIVE EDUCATION PROGRAM.
1-16     (a)  The junior college district in which the Lyndon B. Johnson
1-17     Space Center of the National Aeronautics and Space Administration
1-18     is located may establish and coordinate a cooperative program with
1-19     one or more school districts under which high school students
1-20     enrolled in those districts may be employed by the junior college
1-21     district to work at the space center on a part-time basis during
1-22     the school year or on a part-time or full-time basis during school
1-23     holidays or vacations.
1-24           (b)  The Lyndon B. Johnson Space Center shall:
1-25                 (1)  place, supervise, and evaluate each student who
1-26     participates in the cooperative program; and
1-27                 (2)  ensure that the student performs work related to
1-28     the study of science, mathematics, or engineering to encourage
1-29     students to study those courses after high school graduation at an
1-30     institution of higher education.
1-31           (c)  The school district in which a student who participates
1-32     in the cooperative program is enrolled shall, in cooperation with
1-33     the State Board of Education, determine the number, if any, and
1-34     type of credits toward high school graduation the student may be
1-35     given for participation in the program.  If it is determined that
1-36     the student is to be given credit toward academic course
1-37     requirements for high school graduation, the number and type of
1-38     credits must be based on the type of work and the number of hours
1-39     of work in which the student participates.
1-40           (d)  In establishing and coordinating the cooperative
1-41     program, the junior college district may use state funds
1-42     appropriated for that purpose and gifts, grants, and donations
1-43     solicited for that purpose.  The junior college district shall use
1-44     money it receives in accordance with this subsection to pay the
1-45     costs associated with the cooperative program, including the wages
1-46     of students who participate in the cooperative program.
1-47           (e)  A student who participates in the cooperative program
1-48     during regular school hours is considered to be attending school
1-49     for purposes of Section 25.085 during the time the student is
1-50     required under the program to be and is at work for the Lyndon B.
1-51     Johnson Space Center.
1-52           Sec. 130.011.  JUNIOR COLLEGE COOPERATIVE EDUCATION PROGRAM.
1-53     (a)  The junior college district in which the Lyndon B. Johnson
1-54     Space Center of the National Aeronautics and Space Administration
1-55     is located may establish and coordinate a cooperative program with
1-56     one or more junior college districts under which junior college
1-57     students enrolled in those districts may be employed by the junior
1-58     college district in which the space center is located to work at
1-59     the space center on a part-time or full-time basis.
1-60           (b)  The Lyndon B. Johnson Space Center shall:
1-61                 (1)  place, supervise, and evaluate each student who
1-62     participates in the cooperative program; and
1-63                 (2)  ensure that the student performs work related to
1-64     the study of science, mathematics, or engineering to encourage
 2-1     students to study those disciplines at an institution of higher
 2-2     education.
 2-3           (c)  The junior college in which a student who participates
 2-4     in the cooperative program is enrolled shall, in cooperation with
 2-5     the Texas Higher Education Coordinating Board, determine the
 2-6     number, if any, and type of credits toward a certificate or an
 2-7     associate degree the student may be given for participation in the
 2-8     program.  If it is determined that the student is to be given
 2-9     credit toward academic course requirements for a certificate or an
2-10     associate degree, the number and type of credits must be based on
2-11     the type of work and the number of hours of work in which the
2-12     student participates.
2-13           (d)  In establishing and coordinating the cooperative
2-14     program, the junior college district may use state funds
2-15     appropriated for that purpose and gifts, grants, and donations
2-16     solicited for that purpose.  The junior college district shall use
2-17     money it receives in accordance with this subsection to pay the
2-18     costs associated with the cooperative program, including the wages
2-19     of students who participate in the cooperative program.
2-20           SECTION 2.  Subchapter C, Chapter 109, Education Code, is
2-21     amended by adding Section 109.53 to read as follows:
2-22           Sec. 109.53.  PUBLIC SENIOR COLLEGE OR UNIVERSITY COOPERATIVE
2-23     EDUCATION PROGRAM.  (a)  The board may establish and coordinate a
2-24     cooperative program with one or more public senior colleges or
2-25     universities under which undergraduate or graduate students
2-26     enrolled in those colleges or universities may be employed by Texas
2-27     Tech University to work at the Lyndon B. Johnson Space Center of
2-28     the National Aeronautics and Space Administration on a part-time or
2-29     full-time basis.
2-30           (b)  The Lyndon B. Johnson Space Center shall:
2-31                 (1)  place, supervise, and evaluate each student who
2-32     participates in the cooperative program; and
2-33                 (2)  ensure that the student performs work related to
2-34     the study of science, mathematics, or engineering to encourage
2-35     students to complete their studies in those disciplines.
2-36           (c)  The public senior college or university in which a
2-37     student who participates in the cooperative program is enrolled
2-38     shall, in cooperation with the Texas Higher Education Coordinating
2-39     Board, determine the number, if any, and type of credits toward
2-40     graduation the student may be given for participation in the
2-41     program.  If the college or university determines that the student
2-42     is to be given academic course credit toward graduation, the number
2-43     and type of credits must be based on the type of work and the
2-44     number of hours of work in which the student participates.
2-45           (d)  In establishing and coordinating the cooperative
2-46     program, the board may use state funds appropriated for that
2-47     purpose and gifts, grants, and donations solicited for that
2-48     purpose.  The board shall use money it receives in accordance with
2-49     this subsection to pay the costs associated with the cooperative
2-50     program, including the wages of students who participate in the
2-51     cooperative program.
2-52           (e)  In this section, "public senior college or university"
2-53     has the meaning assigned by Section 61.003.
2-54           SECTION 3.  The importance of this legislation and the
2-55     crowded condition of the calendars in both houses create an
2-56     emergency and an imperative public necessity that the
2-57     constitutional rule requiring bills to be read on three several
2-58     days in each house be suspended, and this rule is hereby suspended,
2-59     and that this Act take effect and be in force from and after its
2-60     passage, and it is so enacted.
