                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to qualifications of jurors serving in the El Paso
 1-3     municipal courts of record.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 30.00134(b), Government Code, is amended
 1-6     to read as follows:
 1-7           (b)  A juror in the municipal courts of record must have the
 1-8     same qualifications as jurors in the other courts in El Paso County
 1-9     as provided by Chapter 62 [and must be a registered voter in the
1-10     city].  Jurors in the municipal courts of record are subject to the
1-11     law governing exemption and excuse from jury service as are the
1-12     jurors in the other courts in the county.
1-13           SECTION 2.  This Act takes effect September 1, 1999.
1-14           SECTION 3.  The changes in law made by this Act apply only to
1-15     a person summoned to appear for jury service on or after the
1-16     effective date of this Act.
1-17           SECTION 4.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended.
