 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to qualifications of jurors serving in the El Paso
 1-9     municipal courts of record.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Subsection (b), Section 30.00134, Government
1-12     Code, is amended to read as follows:
1-13           (b)  A juror in the municipal courts of record must have the
1-14     same qualifications as jurors in the other courts in El Paso County
1-15     as provided by Chapter 62 [and must be a registered voter in the
1-16     city].  Jurors in the municipal courts of record are subject to the
1-17     law governing exemption and excuse from jury service as are the
1-18     jurors in the other courts in the county.
1-19           SECTION 2.  This Act takes effect September 1, 1999.
1-20           SECTION 3.  The changes in law made by this Act apply only to
1-21     a person summoned to appear for jury service on or after the
1-22     effective date of this Act.
1-23           SECTION 4.  The importance of this legislation and the
1-24     crowded condition of the calendars in both houses create an
1-25     emergency and an imperative public necessity that the
1-26     constitutional rule requiring bills to be read on three several
1-27     days in each house be suspended, and this rule is hereby suspended.
