By Shapleigh S.B. No. 1080 76R5903 JSA-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the tuition charged certain foreign students attending 1-3 a public junior college in a county bordering a foreign nation. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Section 54.060, Education Code, is amended by 1-6 adding Subsection (i) to read as follows: 1-7 (i) The governing board of a junior college district that 1-8 operates a public junior college in a county that borders the 1-9 United Mexican States may waive the foreign student tuition 1-10 prescribed by this chapter for a student who is a resident of the 1-11 United Mexican States, who registers for lower division courses at 1-12 that public junior college, and who demonstrates a financial need 1-13 after the financial resources of the foreign student and the 1-14 student's family are considered. The foreign student described in 1-15 this subsection shall pay tuition at the rate charged Texas 1-16 residents who reside outside the junior college district. The 1-17 coordinating board shall adopt rules governing the determination of 1-18 financial need of students under this subsection. 1-19 SECTION 2. The change in law made by this Act applies 1-20 beginning with tuition charged for the 1999 fall semester. 1-21 SECTION 3. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 2-1 days in each house be suspended, and this rule is hereby suspended, 2-2 and that this Act take effect and be in force from and after its 2-3 passage, and it is so enacted.
