                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     Relating to the creation of the Texas Tech University System.
 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3           SECTION 1.  The chapter heading to Chapter 109, Education
 1-4     Code, is amended to read as follows:
 1-5           CHAPTER 109.  TEXAS TECH UNIVERSITY SYSTEM
 1-6           SECTION 2.  Subchapter A, Chapter 109, Education Code, is
 1-7     amended by adding Section 109.001 to read as follows:
 1-8           Sec. 109.001.  Texas Tech University System.  (a)  The Texas
 1-9     Tech University System hereby created is composed of all those
1-10     institutions and entities presently under the governance, control,
1-11     jurisdiction, and management of the Board of Regents of the Texas
1-12     Tech University.
1-13           (b)  The Texas Tech University System shall also be composed
1-14     of such other institutions and entities as from time to time may be
1-15     assigned by specific legislative act to the governance, control,
1-16     jurisdiction, and management of the Texas Tech University System.
1-17           (c)  The governance, control, jurisdiction, organization, and
1-18     management of the Texas Tech University System is hereby vested in
1-19     the present Board of Regents of the Texas Tech University, which
1-20     will hereinafter be known and designated as the Board of Regents of
1-21     the Texas Tech University System.  The board by rule may delegate a
1-22     power or duty of the board to an officer, employee, or other agent
 2-1     of the board.
 2-2           SECTION 3.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended,
 2-7     and that this Act take effect and be in force from and after its
 2-8     passage, and it is so enacted.
