                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to requiring an on-site, full-time manager at certain
 1-3     apartment complexes.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 92, Property Code, is amended by adding
 1-6     Subchapter J to read as follows:
 1-7          SUBCHAPTER J.  MANAGEMENT OF CERTAIN APARTMENT COMPLEXES
 1-8           Sec. 92.371.  DEFINITION.  In this subchapter, "apartment
 1-9     complex" means 100 or more dwellings in one or more buildings that
1-10     are owned by the same owner, located on the same lot or tract, and
1-11     managed by the same owner, agent, or management company.
1-12           Sec. 92.372.  ON-SITE MANAGEMENT REQUIRED.  (a)  An apartment
1-13     complex shall have at least one on-site, full-time manager.
1-14           (b)  The manager shall be available at the apartment complex
1-15     during reasonable hours, including weekends and evenings, to
1-16     address problems relating to the apartment complex.
1-17           SECTION 2.  This Act takes effect September 1, 1999.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended.
