AN ACT
 1-1     relating to information on certain programs and services to assist
 1-2     certain communities and entities impacted by the North American
 1-3     Free Trade Agreement.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter K, Chapter 481, Government Code, is
 1-6     amended by adding Section 481.1665 to read as follows:
 1-7           Sec. 481.1665.  INFORMATION ON PROGRAMS AND SERVICES FOR
 1-8     CERTAIN COMMUNITIES AND ENTITIES.  (a)  At least once each two-year
 1-9     period, the Texas Business and Community Economic Development
1-10     Clearinghouse shall provide written notice in English and in
1-11     Spanish regarding those programs and services described by Section
1-12     481.167(b) that will benefit and assist communities and entities
1-13     that have experienced significant job losses associated with the
1-14     implementation of the North American Free Trade Agreement (NAFTA).
1-15     The clearinghouse shall provide the notice to each of the governing
1-16     bodies of the municipalities and counties, chambers of commerce,
1-17     small business development centers, and economic development
1-18     centers located in the border region.  The clearinghouse shall also
1-19     provide the information contained in the notice on the department's
1-20     Internet website.
1-21           (b)  The notice required by Subsection (a) must contain:
1-22                 (1)  the Internet address of the department's website;
1-23     and
1-24                 (2)  the toll-free telephone number of the
 2-1     clearinghouse.
 2-2           SECTION 2.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended,
 2-7     and that this Act take effect and be in force from and after its
 2-8     passage, and it is so enacted.
