 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to information on certain programs and services to assist
1-11     certain communities and entities impacted by the North American
1-12     Free Trade Agreement.
1-13           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-14           SECTION 1.  Subchapter K, Chapter 481, Government Code, is
1-15     amended by adding Section 481.1665 to read as follows:
1-16           Sec. 481.1665.  INFORMATION ON PROGRAMS AND SERVICES FOR
1-17     CERTAIN COMMUNITIES AND ENTITIES.  (a)  At least once each two-year
1-18     period, the Texas Business and Community Economic Development
1-19     Clearinghouse shall prepare information on those programs and
1-20     services described by Section 481.167(b) that will benefit and
1-21     assist communities and entities that have experienced significant
1-22     job losses associated with the implementation of the North American
1-23     Free Trade Agreement (NAFTA).  The clearinghouse shall provide the
1-24     information in English and in Spanish on the department's Internet
1-25     website and to each of the governing bodies of the municipalities
1-26     and counties, chambers of commerce, small business development
1-27     centers, and economic development centers located in the border
1-28     region.
1-29           (b)  The information required to be provided to the
1-30     communities and entities described by Subsection (a)  must contain:
1-31                 (1)  the Internet address of the department's website;
1-32     and
1-33                 (2)  the toll-free telephone number of the
1-34     clearinghouse.
1-35           SECTION 2.  The importance of this legislation and the
1-36     crowded condition of the calendars in both houses create an
1-37     emergency and an imperative public necessity that the
1-38     constitutional rule requiring bills to be read on three several
1-39     days in each house be suspended, and this rule is hereby suspended,
1-40     and that this Act take effect and be in force from and after its
1-41     passage, and it is so enacted.
