By Shapleigh S.B. No. 1113 76R7567 DB-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to home ownership counseling services for low income 1-3 homeowners and homebuyers. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter E, Chapter 2306, Government Code, is 1-6 amended by adding Section 2306.095 to read as follows: 1-7 Sec. 2306.095. CREDIT COUNSELING. The department shall 1-8 cooperate with home ownership counseling organizations that receive 1-9 grants or other assistance from the United States Department of 1-10 Housing and Community Affairs under 12 U.S.C. Section 1701x, as 1-11 amended, to: 1-12 (1) identify low, very low, and extremely low income 1-13 homebuyers and homeowners who are eligible for home ownership 1-14 counseling under 12 U.S.C. Section 1701x, as amended; and 1-15 (2) notify the identified homeowners and homebuyers of 1-16 their eligibility for home ownership counseling. 1-17 SECTION 2. This Act takes effect September 1, 1999. 1-18 SECTION 3. The importance of this legislation and the 1-19 crowded condition of the calendars in both houses create an 1-20 emergency and an imperative public necessity that the 1-21 constitutional rule requiring bills to be read on three several 1-22 days in each house be suspended, and this rule is hereby suspended.
