                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the publication of certain tax and financial
 1-3     information required prior to the adoption of an ad valorem tax
 1-4     rate by a taxing unit.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 26.04, Tax Code, is amended by adding
 1-7     Subsection (k) to read as follows:
 1-8           (k)  If the officer designated by the governing body of a
 1-9     taxing unit to perform the duties prescribed by Subsection (c) for
1-10     the unit is the assessor-collector for a county, the
1-11     assessor-collector has exclusive authority to determine for the
1-12     taxing unit in which newspaper notice under Subsection (e) is
1-13     published.
1-14           SECTION 2.  This Act takes effect January 1, 2000.
1-15           SECTION 3.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
