AN ACT
1-1 relating to a border commerce coordinator in the governor's office.
1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-3 SECTION 1. Chapter 772, Government Code, is amended by
1-4 adding Section 772.010 to read as follows:
1-5 Sec. 772.010. BORDER COMMERCE COORDINATOR. (a) The
1-6 governor shall designate a border commerce coordinator in the
1-7 governor's office. The coordinator shall:
1-8 (1) study the flow of commerce at ports of entry
1-9 between this state and Mexico, including the movement of commercial
1-10 vehicles across the border; and
1-11 (2) establish a plan to aid that commerce and improve
1-12 the movement of those vehicles.
1-13 (b) The governor shall appoint the coordinator to serve at
1-14 the will of the governor.
1-15 SECTION 2. This Act takes effect September 1, 1999.
1-16 SECTION 3. The importance of this legislation and the
1-17 crowded condition of the calendars in both houses create an
1-18 emergency and an imperative public necessity that the
1-19 constitutional rule requiring bills to be read on three several
1-20 days in each house be suspended, and this rule is hereby suspended.
