                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to review by the comptroller of certain hospital
 1-3     districts.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  REVIEW BY COMPTROLLER OF CERTAIN HOSPITAL
 1-6     DISTRICTS.  (a)  The comptroller shall review the effectiveness and
 1-7     efficiency of the budgets and operations of each hospital district
 1-8     to which this Act applies.
 1-9           (b)  Not later than September 1, 2000, the comptroller shall
1-10     file a report containing the results of the review under Subsection
1-11     (a)  of this section with the governor, lieutenant governor,
1-12     speaker of the house of representatives, and presiding officers of
1-13     each committee of the senate and the house of representatives
1-14     responsible for approving legislation governing the district.
1-15           SECTION 2.  APPLICABILITY.  This Act applies only to a
1-16     hospital district located in a county with a population of 2.5
1-17     million or more.
1-18           SECTION 3.  EMERGENCY.  The importance of this legislation
1-19     and the crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended,
1-23     and that this Act take effect and be in force from and after its
1-24     passage, and it is so enacted.
