 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the reporting of certain convictions to the Department
 1-9     of Public Safety of the State of Texas.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Section 523.004, Transportation Code, is amended
1-12     to read as follows:
1-13           Sec. 523.004.  REPORTS OF CONVICTIONS.  The licensing
1-14     authority of a state shall report each conviction of a person from
1-15     another state occurring within its jurisdiction to the licensing
1-16     authority of the home state of the licensee.  Such report shall
1-17     clearly identify the person convicted; describe the violation
1-18     specifying the section of the statute, code, or ordinance violated;
1-19     identify the court in which action was taken; indicate whether a
1-20     plea of guilty or not guilty was entered or the conviction was a
1-21     result of the forfeiture of bail, bond, or other security; and
1-22     include any special findings made in connection with the
1-23     conviction.  A conviction or judicial or administrative action of a
1-24     federal or military court or tribunal may be reported to this state
1-25     subject to this chapter.
1-26           SECTION 2.  This Act takes effect September 1, 1999.
1-27           SECTION 3.  The importance of this legislation and the
1-28     crowded condition of the calendars in both houses create an
1-29     emergency and an imperative public necessity that the
1-30     constitutional rule requiring bills to be read on three several
1-31     days in each house be suspended, and this rule is hereby suspended.
