                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the expansion and funding of the Texas Integrated
 1-3     Funding Initiative of the Health and Human Services Commission.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 531, Government Code, is amended by
 1-6     adding Subchapter G to read as follows:
 1-7                SUBCHAPTER G.  DEVELOPING LOCAL MENTAL HEALTH
 1-8                      CARE SYSTEMS FOR CERTAIN CHILDREN
 1-9           Sec. 531.251.  MENTAL HEALTH SERVICES FOR YOUTH GRANTS.  (a)
1-10     The commission shall expand the Texas Integrated Funding Initiative
1-11     pilot project so that, on or before September 1,  2001, the
1-12     initiative is able to award grants to community projects for mental
1-13     health services for youth.
1-14           (b)  The commission by rule shall develop criteria for
1-15     awarding grants under this section that will encourage a community
1-16     to establish services and programs that suit the mental health
1-17     services needs of minors of the community.
1-18           (c)  The grants may be paid from the fund developed for the
1-19     Texas Integrated Funding Initiative.  The commission may establish
1-20     and identify money for related projects.
1-21           Sec. 531.252.  TECHNICAL ASSISTANCE FOR GRANT PROJECTS.  The
1-22     commission may provide technical assistance to a community that
1-23     receives a grant under Section 531.251.
1-24           Sec. 531.253.  STATEWIDE EVALUATION SYSTEM.  The commission
 2-1     shall develop an evaluation system to measure outcomes of projects
 2-2     for services that are associated with the Texas Integrated Funding
 2-3     Initiative.
 2-4           SECTION 2.  (a)  The Department of Protective and Regulatory
 2-5     Services, Texas Education Agency, Texas Department of Mental Health
 2-6     and Mental Retardation, Texas Youth Commission, Texas Workforce
 2-7     Commission, and Texas Juvenile Probation Commission each shall
 2-8     transfer $30,000 to the Health and Human Services Commission each
 2-9     fiscal year to finance the Texas Integrated Funding Initiative.
2-10           (b)  The Health and Human Services Commission shall promote
2-11     the participation of new communities in and projects for the Texas
2-12     Integrated Funding Initiative to attract matching funds and local
2-13     participation.
2-14           SECTION 3.  The importance of this legislation and the
2-15     crowded condition of the calendars in both houses create an
2-16     emergency and an imperative public necessity that the
2-17     constitutional rule requiring bills to be read on three several
2-18     days in each house be suspended, and this rule is hereby suspended,
2-19     and that this Act take effect and be in force from and after its
2-20     passage, and it is so enacted.
