                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the disposition of revenues regarding the regulation of
 1-2     auctioneers.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Chapter 320, Acts of the 64th Legislature,
 1-5     Regular Session, 1975 (Article 8700, Vernon's Texas Civil
 1-6     Statutes), is amended by adding Section 5 to read as follows:
 1-7           Sec. 5.  DISPOSITION OF REVENUES.  (a)  All money collected
 1-8     by the department under this Act, except money that is required to
 1-9     be deposited in the auctioneer education and recovery fund, shall
1-10     be deposited to the credit of the auctioneers' account in the
1-11     general revenue fund and may be used only to administer this
1-12     chapter.
1-13           (b)  The commissioner may allocate not more than 20 percent
1-14     of the money in the auctioneers' account to cover the department's
1-15     administrative costs.
1-16           SECTION 2.  This Act takes effect September 1, 1999.
1-17           SECTION 3.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended.
