                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to an exemption from the requirements of the open meetings
 1-2     law for certain negotiations involving the Texas Lottery
 1-3     Commission.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 467.030, Government Code, is amended to
 1-6     read as follows:
 1-7           Sec. 467.030.  MEETINGS.  (a)  The commission shall hold at
 1-8     least six regular meetings each year on dates fixed by the
 1-9     commission.  The commission may meet at other times at the call of
1-10     the presiding officer or as provided by commission rule.
1-11           (b)  Section 551.002 does not apply to a closed meeting of
1-12     the commission relating to the negotiation of a lottery operator's
1-13     contract if the commission determines, in writing, that an open
1-14     meeting would have a detrimental effect on the commission's
1-15     position in the negotiations.
1-16           SECTION 2.  This Act takes effect September 1, 1999.
