                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to an exemption from the requirements of the open meetings
 1-3     law for certain negotiations involving the Texas Lottery
 1-4     Commission.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 467.030, Government Code, is amended to
 1-7     read as follows:
 1-8           Sec. 467.030.  MEETINGS.  (a)  The commission shall hold at
 1-9     least six regular meetings each year on dates fixed by the
1-10     commission.  The commission may meet at other times at the call of
1-11     the presiding officer or as provided by commission rule.
1-12           (b)  The requirements of Section 551.002 do not apply to a
1-13     closed meeting between the commission and a lottery operator
1-14     relating to the negotiation of an operator's contract if the
1-15     commission determines, in writing, that an open meeting would have
1-16     a detrimental effect on the commission's position in the
1-17     negotiations.
1-18           SECTION 2.  This Act takes effect September 1, 1999.
