                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to water conservation measures required in a county during
 1-2     a declared drought disaster.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 16.055, WAter Code, is amended by adding
 1-5     Subsections (g), (h), and (i) to read as follows:
 1-6           (g)  Immediately upon the declaration, under Sections 418.014
 1-7     or 418.108 of the Government Code, of a state of disaster in a
 1-8     county due to drought conditions, appropriate water conservation
 1-9     measures as adopted by the county shall be implemented throughout
1-10     the county.
1-11           (h)  No later than December 31, 1999, each county in the
1-12     state shall adopt an enforceable plan which contains the
1-13     appropriate water conservation measures to be implemented under
1-14     Subsection (g) of this section.  The plan may be subsequently
1-15     amended as appropriate.
1-16           (i)  The board, commission, Parks and Wildlife Department and
1-17     Department of Agriculture shall, upon request, make available to a
1-18     county appropriate technical assistance for the development of
1-19     water conservation measures to be included in a plan adopted under
1-20     Subsection (h) of this section.
1-21           SECTION 2.  This Act takes effect September 1, 1999.
1-22           SECTION 3.  The importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended.
