AN ACT
 1-1     relating to the acquisition of library materials by a junior
 1-2     college district.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter A, Chapter 130, Education Code, is
 1-5     amended by adding Section 130.010 to read as follows:
 1-6           Sec. 130.010.  ACQUISITION OF LIBRARY MATERIALS.  (a)  In
 1-7     this section, "library goods and services" means:
 1-8                 (1)  serial and journal subscriptions;
 1-9                 (2)  other library materials, including books;
1-10                 (3)  library services, including binding services; and
1-11                 (4)  library equipment and supplies.
1-12           (b)  Notwithstanding any other law governing purchasing by a
1-13     junior college district, a junior college district may acquire
1-14     library goods and services in any manner authorized by law for the
1-15     acquisition of library goods and services by a public senior
1-16     college or university, as defined by Section 61.003.
1-17           SECTION 2.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended,
1-22     and that this Act take effect and be in force from and after its
1-23     passage, and it is so enacted.
