                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the review of medical training needs in the
 1-3     Texas-Mexico border region.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  (a)  The Texas Higher Education Coordinating
 1-6     Board shall conduct a review of medical training needs in the
 1-7     Texas-Mexico border region. In conducting the review, the board
 1-8     shall:
 1-9                 (1)  review current methods of medical training in the
1-10     border region;
1-11                 (2)  determine the future medical service and needs
1-12     requirements of the  region; and
1-13                 (3)  make recommendations on any action needed to
1-14     address the medical training needs of the region after considering
1-15     the future medical services that will be needed in the region.
1-16           (b)  Not later than January 1, 2001, the Texas Higher
1-17     Education Coordinating Board shall report to the governor,
1-18     lieutenant governor, speaker of the house, and 77th Legislature the
1-19     board's findings and recommendations for any necessary legislation.
1-20           SECTION 2.  This Act expires January 2, 2001.
1-21           SECTION 3.  The importance of this legislation and the
1-22     crowded condition of the calendars in both houses create an
1-23     emergency and an imperative public necessity that the
1-24     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended,
 2-2     and that this Act take effect and be in force from and after its
 2-3     passage, and it is so enacted.
